Holocaust, Genocide, and Crimes Against Humanity

IHRA has three committees that bring experts from all Working Groups together to address topics that are of contemporary interest to the IHRA and of a cross-cutting nature across its three principle areas of activity.  These committees are the Committee on Antisemitism and Holocaust Denial, the Committee on the Genocide of the Roma, and the Committee on the Holocaust, Genocide, and Crimes Against Humanity.

The Committee on the Holocaust, Genocide and Crimes Against Humanity was established to work on how best to support teachers who choose to relate the Holocaust to other genocides and crimes against humanity.

The Committee has recently finalised its survey, "A Matter of Comparison: The Holocaust, Genocides and Crimes Against Humanity; An Analysis and Overview of Comparative Literature and Programs". The survey provides an overview of programs provided by 120 organisations worldwide in the fields of education, remembrance and research, which deal with the Holocaust in comparison to other mass atrocities. This unique survey offers a global perspective and is accompanied by a database in the form of a map which will be regularly updated.

The Committee has also recently completed a working paper entitled "History Never Repeats itself, but Sometimes it Rhymes: comparing the Holocaust to different Atrocities". This working paper aims to explore what we mean by “compare” when we relate the Holocaust to other genocides and crimes against humanity.  It builds on IHRA’s Education Working Group (EWG) paper, The Holocaust and Other Genocides, which offers ideas and recommendations to educators teaching about the Holocaust and its relationship to other genocides and crimes against humanity.   The original paper 'The Holocaust and Other Genocides" is available in the following languages:
