He published numerous books and articles about the Holocaust in the Soviet Union, including “Besatzungspolitik und Massenmord. Die Einsatzgruppe D in der südlichen Sowjetunion” (2003), and “The ‘Final Solution’ in Riga. Exploitation and Annihilation, 1941-1944” (with Peter Klein, 2009). He is co-editor of a comprehensive three-volume edition of Einsatzgruppen reports (2011-2014).
